The goats are a sort of trade good that you can only trade when you buy your next goat tile. Having something that converts into your choice of wood, iron, food or money is pretty useful. Except that other players may also be investing in goats, generating diminishing returns for everyone. I'm not so fond of this have to take a hit to stop someone else establishing a monopoly kind of thing. Trade tiles that allow the round's lowest bidder to do some other sorts of conversion are a nice minor addition.
The Goats provide an entirely new resource to the game which you can trade for others. Cute, pretty harmless to add in there and only makes the game that much broader.
The base game was fine, the goat expansion was interesting... but still not as good as it should be.
Another fun expansion. Awesome if you're the only goat-lover out there, not so good if several players go for the goats.
Update: Rating lowered. I now prefer the game without goats.
