Both/Either expansion might as well be required. Highly recommended if you enjoy the base game.
Adds great replay value to the base game, the new buildings greatly augment the experience.
Made a game I would probably have given a '6' better by all the variety added to the building choices. The base game didn't have enough IMO. We're considering going with all random buildings from now on and not always including the "basic" four. While the second expansion may be a bit too much the game does need at least one.
Absolutely necessary to give the base game enough variety.

I was fortunate to pick this up in the Geek Market, as I came to this game long after this particular expansion was out of print.
I tend to play the base with both expansions (including the four special buildings from the base game, four buildings from the first expansion, and four buildings from the second expansion for a total of twelve special buildings in play).
This expansion tends to have buildings that more or less feel as though they are in the same vein as the original buildings included in the base--i.e., more variety with which to implement the same basic strategy. The second expansion seems to have more 'different feeling' buildings if that makes sense, but ones that are much more situational.
Increases replay value of the base game with the extra buildings.
