Tiny promo, but just enough to mix up possibilities and change the dynamic each round for which counties to go for. Very much not essential, but perfect as promos go for just adding one tiny (slightly fiddly) improvement without having too much of an effect.

Very good promo. A little more variety to setup is always welcomed. I see no reason to not to include this.
