I don't think it's better than the base game deck. With a game that has sooo much replayability adding one more new thing isn't needed. But it was included with the KS expansion, so sure I'll take it.

I just wouldn't buy it first, maybe last after 20 plays. But after 10 plays, I'm only now really getting a hold on all the factions and how they interact with each other.
