I might be being cynical but this seems like an attempt to get more mileage out of unsold TWD All Out War miniatures. The miniatures are EXACTLY the same but the character cards have a different layout and are not interchangeable with All Out War. The character cards warp badly, exactly the same way as the All Out War cards, due to having one side glossier than the other. The character cards are also a really inconvenient, extra large size which makes finding sleeves for them very difficult.
