First play with the queen variant, in the second period of the game each turn could be the last to take decrees, and from this point, you have one way more to build public buildings and shops. These changes makes a very good game like Lisboa even better. From now on, i will always use the Queen.
The only way to play! Rather than spending the last three turns scooping up 1- and 2-point decrees, you have to continue the meticulous planning of the rest of the game. Brilliant!
Rating with base game: Wouldn't play without it, as there is almost no overhead in adding it and it prevents late-game decree-spamming for points. Have occasionally have it come out very early in the second half of the game, but don't mind that so much--just means if you really want to have decrees, you have to prioritize the potential points on offer there against other early game actions to build out your engine.
