The game does achieve it ´s promise (see game desicription) in a simple and very elegant way. I like the fact, that, despite the rules do not require it, named counters are presented for all participating ships. The optional rules (german baltic fleet, anti commerce raider patrols, submarines...) are also elegant, well researched and easy to implement.

My only minor complain is the very poor quality of the game map (which, luckily, is not really needed or can easily be substituted by a homemade solution)
