You spend 5 magic to bring him out and he only has 1 ranged damage. Chain Shot allows him to attack again if he rolls an arrow symbol (66.7% probability) so you can occasionally keep attacking with one die at a time. It might sound OP, but with a 66.7% of success the odds of hitting for 2 (44.5%), 3 (29.7%) or even 4 (19.8%) damage in a row decrease quickly. Very often you'll miss the target on your first roll dealing no damage at all instead of using a more useful unit to achieve something. Some factions have ways to power him up, but more dice make Chain Shot even more finicky. I found this guy to be consistently unreliable and with only 3 slots for a champion pretty much every faction in the game has better options.
