1825 Regional Kit R4: Northern Scotland

I’m not surprised that Francis Tresham never released this as it’s main effect is to make HR and GNoSR even weaker than they are in the standard game. If you want to play with this, I would suggest a house rule allowing HR and GNoSR to lay two adjacent yellow tiles per OR.

I have now played with R4 a few times, both my ersatz recreation of Tresham's original (available in the files section of 1825) and on 18xx.games, I really don't think it works that well as implemented. Unless Mr. Tresham had special rules for them, I find it makes the Unit 3 minors too far away from the action and even more expensive to operate. In multi-unit games it makes them almost completely undesirable. Curious if anyone has had a different experience.

Posthumous release. Completes Scotland. No new companies or rules. HR and GNoS are not so one dimensional with this. On the other hand they are even farther away from Glasgow.
