It might be worth it if you play a lot as the asteroid belt cards provide alternate means to gain resources against resource choker players, but for casual players like myself, it added downtime to assess the extra card purchase options, it added downtime as you had more cards and more options to use each turn, and the constant updating of the asteroid belt draft most turns turned out to be a painful addition to each turn. So for me, it turned an average game into a longer more painful version of an average game.
The Outer Belt board adds some really interesting cards to the game and offers some additional places to send your dice when you're not sure what else to do with them (and just introduces some that might end up being a high-priority for you). Sliding the cards around on the board does slow things down a little but doesn't really detract from the enjoyment of the game. Really nifty expansion.
