Imperial Steam: Promo

This adds about nothing to the game, other than even more exceptions during set-up and set-up for Imperial Steam is already time consuming.

• Nice "get an investor" new city tile
• Some positive events in IS are really welcome...

• ...the "lose a wagon" one is not.

• I really like Imperial Steam, so it is only natural I also love its expansion.

• Imperial Steam: Promo adds a city that rewards players with an investor, which is great. It allows players to try new things.

• Imperial Steam: Promo also adds events, and I love those. As they are known since the beginning, they just add a hurdle or boon to take into account in your plans. Most events are positive.

Bottom line, Imperial Steam: Promo adds very few new materials to the game, but what it adds really changes the feel of the game, so I approve. I will always play with the promo included.

The changes aren't drastic but they do a good job of slightly improving the game. I'll be playing with this promo moving forward.
